I am fairly new to Glen Rose and Somervell County, having moved here about 10 years ago, so perhaps I don't understand how things are done in this neck of the woods.

However, based on my 30 years experience in the U.S. Navy and 10 years with Lockheed Martin, I do know that normal business practices prohibit a person who is involved in developing specifications for a project or personnel requirements for a position from bidding on that project or applying for that position. In fact, in most cases, I believe it is illegal.

I confess that I do not know all the details of the Oakdale Park project, but it appears that (former mayor) Pam Miller has been involved in it from the very beginning. Thus, it would seem to me that serious legal questions could be raised about Ms. Miller applying for the manager's position.

Perhaps this has already been done, but if it hasn't, I strongly recommend that a ruling from the Texas Attorney General be requested before proceeding further. This approach would be preferable to an investigation afterwards.
