Investigators discovered in February that one of the county’s 13 registered sex offenders was not living at the address he registered under just two weeks before.

On Feb. 9, 44-year-old Ricky Don Hankins went to the Somervell County Sheriff’s Office and registered as a sex offender as the law requires him to and listed 1823 CR 2018 in Glen Rose as his address.

Investigator Wayne Rogers and Deputy Stephen Gibson went to the residence as part of an unrelated investigation. They spoke to Ricky’s father Don and discovered Ricky was not living at that address.

Lt. Anders Dahl said investigators returned to the address on March 16 as part of the field verification process for registered sex offenders.

Ricky’s family told investigators he had gone toward Waco and continued south.

“The family said he was no longer in the state,” Dahl said.

All registered sex offenders that move to Somervell County are required to register their information with the sheriff’s office. The information is then sent to the Texas Department of Public Safety (DPS), who maintains a public sex offender registry online at www.txdps.state.tx.us. Then the sheriff’s office performs a field verification to check out the information.

In 1991, Ricky was convicted for indecency with a child/sexual contact with a six-year-old girl. He also received six years in 1993 for aggravated sexual assault of a five-year-old girl.

He is classified at a moderate risk level and is required to verify his registration quarterly.

Failure to comply with sex offender registry requirements is a felony offense.

A panel of at least seven people, including law enforcement members, sex offender treatment providers, victim advocates and juvenile sex offender treatment providers determines the risk levels.

Chapter 62 of the Texas Code of Criminal Procedure states that an offender is a low risk when the panel determines “that the person poses a low danger to the community and will not likely engage in criminal sexual conduct.”

The moderate risk level indicates “that the person poses a moderate danger to the community and might continue to engage in criminal sexual conduct.”

The high risk level means the “person poses a serious danger to the community and will continue to engage in criminal sexual conduct.”

None of the registered sex offenders in Somervell are classified as a high risk offender.

Herbert Leslie Delling

Delling, 53, is currently on probation following a conviction for aggravated sexual assault of a 12-year-old girl. He is classified as a low risk and must verify his information yearly.

Steven Dewayne Harris

Harris, 38, is on probation for indecency with a child/sexual contact with an 11-year-old girl after he was sentenced to 10 years in 2000.

He is classified as a moderate risk level and is required to verify his information yearly.

Oben Kenneth House

House, 80, is on parole following a 1991 conviction for aggravated sexual assault of a 10-year-old girl. He was sentenced to 20 years. House is classified as a low risk and must verify his information yearly.

Keith Brian Lumpkins

Lumpkins, 42, was convicted in 2001 of indecency with a child/sexual contact and sexual assault of a 15-year-old girl. He received a 10-year sentence for the indecency charge and a two-year sentence for the assault charge. Lumpkins is on probation and is considered a low risk. His information must be verified yearly.

Daniel “Danny” Ray Morris

Morris, 38, was convicted in 2007 of indecency with a child/sexual contact with a 15-year-old boy and was sentenced to 10 years. He is appealing his case.

Morris is listed as a moderate risk and his information must be verified yearly.

Shawn Edward Moseley

Moseley, 36, is on parole following a 1991 conviction of sexual assault of a 14-year-old girl. He is listed at a low risk level and his information must be verified yearly.

Johnny “John” Lee Overton

Overton, 50, is on parole after receiving a 15-year sentence for aggravated sexual assault of an 11-year-old girl in 1987. He is listed at a low risk level and his information must be verified yearly.

Richard “Ricky” Lee Pullen

Pullen, 32, is listed as a low risk and his information must be verified quarterly. He received a five-year sentence in 1996 for sexual assault of a child and was sentenced to another five years in 2002 for indecency with a child/sexual contact with a 15-year-old girl. His is currently on parole.

Michael Ray Whitley

Whitley, 45, is on parole and listed as a moderate risk. He must verify his information yearly. Whitley was convicted in 1998 of indecency with a child/sexual contact with a nine-year-old girl.

Anthony Dion Whitworth

Whitworth, 32, was convicted in 1999 of indecency with a child/sexual contact with a 13-year-old girl. He received a two-year sentence. Whitworth is classified as a moderate risk and must verify his information quarterly.

Felipe Zapata

Zapata, 61, received a 10-year sentence in 1994 after he was convicted of sexual assault of a child. The victim was a nine-year-old girl. Zapata is on probation and his risk level is not reported by DPS. His information must be verified annually.

Victor Manuel Rivera

Rivera, 61, is a registered sex offender from Illinois living in Somervell County since 2001. Although background information is not available, the DPS Web site states that Rivera’s information must be verified yearly.
